It could just be that not enough people care anymore. No reason to spend the money on new restraints if the public doesn't care a whole lot.

Nor do I, but the crazy airtime is the only thing skyrush has that taron doesn’t.
I don't see a single reason why the Taron lap-bar couldn't stand extreme airtime.
I do think that is the main problem. If Skyrush's restraints lay flat against the riders' thighs, rather than exerting all the force on one spot on their thighs, it would be fine I think
I may be the odd one out here, but I've never felt that the restraints on Skyrush were uncomfortable, or at least painful. I'm on the smaller size and I'm sure that affects the ride experience. However, I do agree that the angle at which the restraint comes into contact with the rider greatly affects how the restraint will hold the rider down. Taron's restraints are much flatter against the riders' legs and cover a larger surface area on the rider, where as Skyrush's restraints point down at an angle against your thighs.
I know Hershey did try to change the material, but it is still painful if you ride it multiple times.
What I was trying to get at was this:
Skyrush's restraints and the improved ones on Taron and Red force have a very similar structure.
If Hershey can change the restraints on storm runner and Fahrenheit to i305-style restraints (similar structure to old restraints), why can't they change out skyrush's? The only thing that comes to mind is the extreme airtime.
Yeah but if I'm not mistaken, Hershey hasn't modified the metal at all in the restraints. They've only switched out the part that comes in contact with your legs for a softer material from what I understand. The angle created by the metal may be the main problem. Again I'm not certain and don't know the ride well enough to say for sure. I do know it's uncomfortable after 2-3 rides and you feel your circulation being cut off more than most rides out there.
The thing is, Hershey has changed out the restraints on Fahrenheit and Storm Runner. Skyrush's restraints are even more open than Taron's, too. I don't think it would take much at all to put these in - the design of the restraints are almost the same with the exception of the part that touches your legs. They more than likely wouldn't need new trains, either.
To see what I mean, here's a comparison of the two restraint styles:

Looks, pretty good! Personally, the color scheme is not for me but that's just my opinion. But great work! :D
Haven't ridden, but I know the airtime on Taron isn't as ridiculous as that of Skyrush. Likely the more relevant factor, though, is that Taron is newer and Intamin knew all the complaints about Skyrush. Skyrush probably wasn't significantly changed (past apparently using a softer material and letting up on the restraints at the final brakes), because of both cost and getting approval. I don't know that for a fact, but that's my educated guess.
correct @Olmisery (Got the picture from Chang)
Taron is just as open as Skyrush yet its restraints don't feel restrictive or painful at all
oh good god Chang or Thunder Run

Have fun guessing :D
Looks stunning!
I see you had a lot of inspiration from Taron related to the layout, right?
I'm always curious about how it was built -> Newton, FVD or even handbuilt?
Looks beautiful btw!
Really nice trackwork. Did you hand-build this?
they kinda have to be like that because of the open seat design. so much more freedom means the restraint has to be more restrictive or you risk too much.
Is there a reason why Hershey doesn't install the improved overhead lap restraints on Skyrush? (i.e. the ones on Taron and Red Force)
The ride is incredible and would easily be my number 1 if it weren't for the restraints - they aren't the worst thing ever, but it's never fun when restraints are painful during a ride.
